For the hotel it is better to search for your accomodation when you arrived in the Island. You can haggle or have a look first if you would like the room. Cheapest are in Station 3 area, there are also some budget rooms in Station 2 which is more accessible.
There are also lots of discounted airfare available online. I prefer Air Philippines or PAL, I tried Zest Air and it was actually good din pala :)
I was in Boracay April 2010, spent less than 8k for everything. ticket on Air Phil was P1060++ one way, accommodation of 1500 per night double occupancy. However, activity included in the budget mentioned was an island hopping together with a group.
It was actually a best deal na, most specially it was summer then so we saved PPPP.
